Certain members of humankind treat their fellow humans in equally barbaric ways - some even mistreat their children to the point of death.  Perhaps with sadness it has to be accepted that humankind as a whole is more intelligent than animals (however one assesses that) and probably many/most are compassionate towards animals.  Extreme cruelty and callousness is the exception rather than the norm and legislating against these extreme behaviours is very difficult. 

Just as with our discarnate friends, we're not all at the same level of spiritual evolvement in this physical world.

I'm not sure it's down to intelligence Donna. Even intelligent people commit awful crimes against others. I think there is a difference between being 'intellectually' intelligent and 'spiritually' intelligent. I would suggest that NO spiritually intelligent (aware) person would ever, could ever, descend to such barbarism. It is of no comfort the know that these individuals will themselves, suffer for their actions but I'm certain that one day they will come to recognise the consequences of their actions and feel remorse, if not in this lifetime then in another.  As for excusing them, perhaps we can at some level forgive them or at least pray that they will gain awareness of their actions.
