A consumer is in dispute with a trader as to whether or not he has entered into a contract with them.  They say he has and he says not.  The discussion took place over the phone and the consumer wants a copy of the phone tapes (which the trader admits exist) to check the precise wording of the conversation.  Can he acquire them through DPA?
