Fee's - FOI v EIR

Hi again - I know the appropiate limit only applies to FOI and that in EIR only reasonable charges can be applied (usually cost recovery only) but would it not be a reasonable arguement to apply the appropriate limit criteria to EIR requests? thereby providing envirionmental information free of charge if under 18 hour limit, and charging for it if over 18 hours in line with FOI?
