Vexatious requests

Dear Ibrahim - Section 14 of the Freedom of Information Act 2000 allows a public authority to deem a request 'vexatious' and so avoid having to deal with it. The information commissioner seems to be supporting those who do this. What is being done to stop this from happening and what should requesters do if they find themselves in this situation?
